# Traditional Project Management Plan Template

## When to Use

- During predictive planning when delivery baselines and subsidiary plans must be integrated.
- When the PM needs coordinated scope, work breakdown, schedule, cost, and controls.

## When NOT to Use

- To copy a comprehensive plan unchanged into a small low-risk initiative.
- Do not impose enterprise coordination or approval layers where team size and risk do not justify them. See [Maximum governance](../../../../../docs/principles/anti-patterns.md#maximum-governance).

## Pairs Well With

- [Project Schedule Template](../../../../../domains/delivery/templates/traditional/Traditional/Process_Groups/Planning/project_schedule_template.md).
- [Risk Management Plan Template](../../../../../domains/measurement/project-lifecycle/02-planning/risk-management/risk-management-plan-template.md).

Selection context: Delivery domain; universal methodology; intermediate complexity. Match the situations above to project phase, risk, team size, and industry using the [decision-engine context model](../../../../../meta/architecture-research/800-801-context-assessment-model.md).

## Product-mode applicability

Use this existing artifact for a bounded initiative or increment inside product delivery, including project-within-product and product-within-project arrangements. Separate project scope, schedule and acceptance baselines from the ongoing product backlog and investment horizon. Link the product owner, discovery/review cadence and funding decisions; changes to approved project commitments still use change control.

Apply the [delivery-mode decision guide](../../../../../docs/delivery/product-thinking-framework.md) before adapting the worksheet. Pure product operation need not create a new project record for every routine change; retain required governance and acceptance evidence.

## Completing the worksheet

Replace populated examples with project evidence before circulation. Record the reporting period, baseline, source, owner, and calculation for each measure; define thresholds and approval authority locally. Show unavailable values as unknown rather than zero or a favorable status. Reconcile totals and units, handle zero denominators explicitly, and retain the decision rationale and supporting evidence.
