# PROJECT CLOSURE REPORT

## When to Use

- At closure when delivery acceptance, performance, residual obligations, and handover must be recorded.
- When sponsors need to distinguish completed outputs from ongoing benefit realization.

## When NOT to Use

- To claim operational acceptance or realized benefits solely because the project is closing.
- Do not infer realized value from completed outputs, spending, or activity counts. See [Value equals output](../../../../../../../docs/principles/anti-patterns.md#value-output).

## Pairs Well With

- [Handover Template](../../../../../../../domains/measurement/role-based-toolkits/project-manager/essential-templates/handover-template.md).
- [Benefits Review Template](../../../../../../../templates/universal/benefits-review-template.md).

Selection context: Delivery domain; traditional methodology; advanced complexity. Match the situations above to project phase, risk, team size, and industry using the [decision-engine context model](../../../../../../../meta/architecture-research/800-801-context-assessment-model.md).

## Product-mode applicability

Use this existing artifact for a bounded initiative or increment inside product delivery, including project-within-product and product-within-project arrangements. Close only the bounded project or increment. Record the continuing product/service owner, accepted support and funding, open obligations, backlog handoff and next benefits review. If no receiving owner accepts responsibility, record the gap and escalate; do not imply the product has ended or that ownership transferred automatically.

Apply the [delivery-mode decision guide](../../../../../../../docs/delivery/product-thinking-framework.md) before adapting the worksheet. Pure product operation need not create a new project record for every routine change; retain required governance and acceptance evidence.

## Completing the worksheet

Replace populated examples with project evidence before circulation. Record the reporting period, baseline, source, owner, and calculation for each measure; define thresholds and approval authority locally. Show unavailable values as unknown rather than zero or a favorable status. Reconcile totals and units, handle zero denominators explicitly, and retain the decision rationale and supporting evidence.

## Operational continuity acceptance

Before disbanding the team, link the completed [operational continuity acceptance record](../../../../../../../transition_to_operations_framework.md#operational-continuity-acceptance-record). Record receiving owner/backup, maintenance/support funding, knowledge-transfer demonstration, warranty obligations, unresolved gaps, approval and next review. Use the [IT and non-IT examples](../../../../../../../docs/delivery/operational-continuity-planning.md) to tailor the handover. Closing this report does not discharge unaccepted obligations or prove realized benefits.
