# SAFe Metrics and Reporting Dashboard Template

## When to Use

- When SAFe teams need a shared view of delivery, quality, and portfolio indicators.
- When measurement owners can define sources and interpret trends at the appropriate level.

## When NOT to Use

- To compare teams using raw velocity as a productivity ranking.
- Do not report sample values, unsupported ratings, or missing data as verified performance. See [Metric without source](../../../../../../docs/principles/anti-patterns.md#metric-source).

## Pairs Well With

- [Safe Metrics Reporting Template](../../../../../../domains/delivery/methodology-frameworks/agile-scrum/scaling-frameworks/safe/safe_metrics_reporting_template.md).
- [Evm Dashboard Template](../../../../../../domains/stakeholder/business-stakeholder-suite/financial-governance/enhanced-business-cases/evm-dashboard-template.md).

Selection context: Delivery domain; agile methodology; advanced complexity. Match the situations above to project phase, risk, team size, and industry using the [decision-engine context model](../../../../../../meta/architecture-research/800-801-context-assessment-model.md).

## Completing the worksheet

Replace populated examples with project evidence before circulation. Record the reporting period, baseline, source, owner, and calculation for each measure; define thresholds and approval authority locally. Show unavailable values as unknown rather than zero or a favorable status. Reconcile totals and units, handle zero denominators explicitly, and retain the decision rationale and supporting evidence.

## Overview
This template provides a comprehensive framework for implementing SAFe metrics and reporting dashboards across all levels of the organization - Team, Program (ART), Large Solution, and Portfolio. It includes key performance indicators (KPIs), measurement practices, and dashboard designs that support decision-making and continuous improvement in SAFe implementations.

---

## Continuous Improvement Framework

### Metrics Review Cycle

#### Monthly Metrics Review
**Participants:** Metrics team, key stakeholders
**Duration:** 2 hours
**Agenda:**
1. **Data Quality Review** (30 minutes)
   - Identify data issues and inconsistencies
   - Review data freshness and completeness

---

## Data Collection and Measurement Best Practices

### Implementation Strategy

#### Start Small, Scale Methodically
1. **Begin with core flow metrics:** Focus on lead time, cycle time, throughput, and WIP
2. **Establish data quality standards:** Ensure consistent measurement across teams
3. **Phase metrics introduction:** Don't try to measure everything at once
4. **Build for automation:** Manual metrics collection isn't sustainable
5. **Regular calibration:** Periodically validate measurement accuracy

#### Avoid Common Pitfalls
- **Vanity metrics:** Measuring what's easy rather than what matters
- **Data overload:** Too many metrics causing confusion and inaction
- **Gaming the system:** Metrics becoming targets, leading to manipulation
- **Ignoring qualitative data:** Numbers without context lack meaning
- **Obsolete metrics:** Not evolving measurements as the organization matures

### Metric Selection Framework

#### Criteria for Good Metrics

| Criteria | Description | Example |
|---------|-------------|---------|
| Actionable | Drives specific behavior | Cycle Time vs. "Productivity" |
| Aligned | Supports business goals | Feature value delivery vs. Story points |
| Transparent | Calculation is clear | Deployment frequency vs. "Agility score" |
| Balanced | Represents multiple dimensions | Quality + Speed + Value metrics |
| Leading | Predicts future performance | Flow metrics vs. Delivery dates |
