# Hybrid Project Management Plan

## When to Use

- During planning of delivery spanning predictive milestones and iterative increments.
- When the PM must align dependencies, change authority, quality, and resources across approaches.

## When NOT to Use

- To maintain separate plans whose dates, approvals, or scope contradict each other.
- Do not waive essential controls solely because delivery is Agile, hybrid, or time-constrained. See [Tailoring by omission](../../../../../docs/principles/anti-patterns.md#tailoring-omission).

## Pairs Well With

- [Hybrid Release Planning Template](../../../../../domains/delivery/templates/hybrid/Hybrid/Templates/hybrid_release_planning_template.md).
- [Integrated Change Strategy Template](../../../../../domains/delivery/templates/hybrid/Hybrid/Templates/integrated_change_strategy_template.md).

Selection context: Delivery domain; universal methodology; starter complexity. Match the situations above to project phase, risk, team size, and industry using the [decision-engine context model](../../../../../meta/architecture-research/800-801-context-assessment-model.md).

## Purpose and use

Coordinate planned milestones with iterative delivery. Agree which decisions are fixed, which can adapt, and how teams integrate their work. Complete this plan with the sponsor and delivery leads before baselining it.

## Project controls

- **Project / sponsor / project manager:** [Names]
- **Business outcome and success measures:** [Outcome / baseline / target]
- **Scope and exclusions:** [Deliverables and boundaries]
- **Budget, milestones, and constraints:** [Approved limits and dates]
- **Version / approval date / next review:** [Values]

## Delivery approach

| Workstream | Predictive or iterative approach | Rationale | Deliverable / acceptance evidence | Lead |
|---|---|---|---|---|
| [Workstream] | [Approach] | [Uncertainty / constraints] | [Evidence] | [Name] |

## Integrated schedule and dependencies

| Milestone or release | Target date | Required inputs / provider | Acceptance gate | Contingency |
|---|---|---|---|---|
| [Milestone] | [Date] | [Dependency and owner] | [Criteria and approver] | [Fallback] |

Maintain one dependency register across teams. Reconcile sprint or iteration forecasts with milestone commitments at [cadence]; record assumptions and forecast changes.

## Governance and change

| Decision | Delegated authority | Threshold requiring escalation | Decision forum / timing |
|---|---|---|---|
| Backlog ordering | [Role] | [Constraint] | [Forum] |
| Scope, cost, or milestone change | [Role] | [Threshold] | [Forum] |
| Release acceptance | [Role] | [Risk tolerance] | [Forum] |

Document the impact, alternatives, approval, and baseline change for each material change. Iterative reprioritization must respect agreed budget, compliance, and milestone constraints.

## Quality, risk, and resources

- **Quality criteria and shared completion standard:** [Criteria and test evidence]
- **Risk owner and review cadence:** [Name / cadence / escalation route]
- **Capacity and specialist availability:** [Allocation and conflicts]
- **Reporting:** [Audience / outcome metrics / forecast / decisions needed / cadence]
- **Handover:** [Operational owner / support readiness / acceptance evidence]

## Approval and maintenance

| Approver | Decision and conditions | Date | Next review |
|---|---|---|---|
| [Name / role] | [Approve / revise] | [Date] | [Date] |
